CULTURAL EXCHANGE PROGRAMME (CEP)

Cultural Exchange Programme (CEP) is an instrument of bilateral exchange in the fields of science, education and culture, according to the article 7 of the Agreement for Cultural Cooperation signed by the Government of the Republic of Bulgaria and the Government of the Republic of India in 1963. Each CEP is signed for a period of three years and provides practical steps for encouraging the exchange of scientists, professors and students, movies and exhibitions, artists and performers from both countries. Among the main provisions of the CEP are the encouraging of the development of Bulgarian studies in India and Indian studies in Bulgaria.
Bulgaria sends Bulgarian language professor to the Department of Slavonic and Finno Ugrian Studies at Delhi University-South Campus, and India sends Hindi language professor to the Sofia University. According to the CEP Bulgaria extends annually 4 invitations to Indian scholars and students for participation in the Summer Seminars on Bulgarian Language and Culture organised by the Sofia University and Veliko Tarnovo University.

The two countries exchange also professors and students from different fields of science, provide books and educational materials for the respective universities.

CEP provisions also cover the exchange in the field of culture. CEP provides exchange of exhibitions, performing groups in music, drama and dance, exchange of feature, documentary and educational films and TV programs on a reciprocal basis.

The two countries also agreed to send invitations for all international cultural, educational and scientific events and gatherings arranged on their territory as well as to cooperate at international fora like UNESCO.

According to the financial terms of the CEP the receiving side provides accommodation and daily allowances, and if it is necessary, transportation within the country plus coverage for renting halls for performances and exhibitions, while the sending side covers international air fares for the visitors and their equipment.

The last program, signed in New Delhi on September 14, 2001, for the period of 2001-2003 is the 13th in the row.
Both sides have agreed to the extension of the existing CEP for another one year /till 31.12.2004/ or until the formulation of a fresh CEP.
